Description[?]:

We, the Parliament of the United Republics of Lodamun, define a terrorist organization as follows:

1- A terrorist organization is an organization which promote violence, instability, and chaos throughout the world to advance its own agenda.

The following clauses will apply upon the passage of this amendment:

Article 1- No political party in Lodamun shall be a member of a declared terrorist organization. Punishment by law will occur should this article be infringed (OOC: This does not prohibit you from joining the organization in the technical way but do not let it be known in RP.

Article 2- No political party in Lodamun shall promote a declared terrorist organization's goals and/or tactics of oppression and fear. Punishment by law will occur should this article be infringed.

Article 3- No political party in Lodamun shall provide assistance of any kind to a declared terrorist organization. Punishment by law will occur should this article be infringed.

Article 4- A declared terrorist organization shall be considered enemy of the state.

Article 5- Members of political parties in Lodamun shall not be members of declared terrorist organizations. Punishment by law will occur should this article be infringed.

Article 6- Lodamun and Lodamese government officials will not be allowed to, in any sense of the word, promote, support, or aide the activities of a declared terrorist organization. Any government official elected or non-elected who violates this law will be immediately relieved of his/her duty and arrested pending impeachment and criminal trial.

Article 7- An organization can be declared a terrorist organization by a resolution in Parliament passed with a 2/3 majority. Upon passage of the resolution, said organization becomes a declared terrorist organization. To withdraw an organization from the terrorist organization list, a resolution in Parliament passed with a 2/3 majority is necessary.

All of the above Articles can be amended with an amendment to the Constitutional amendment. Such amendment to the amendment requires a 2/3 majority of Parliament voting in the affirmative in order to pass.

MessageIf this bill passes, it WILL be enforced. If this Parliament decides to declare a certain organization a terrorist organization, any political party or political party member who is a member of said organization will be arrested and face charges of treason among other charges.

MessageOOC: Look, do you want to cooperate or what? I am willing to cooperate, but cooperation is a two way street. And Cooperation is the only way this game works.

Let me point out that constitutional amendments should be constitutional amendments. Under any circumstances this would be considered a law - a law that could be overturned with 50%+1. Passing "amendments" that you claim can only be overturned with 2/3 majority when you control 100% of the Parliament is dubious at best. Plus, there is already a law against treason so this particular law would be worthless anyway.

If you want to change laws, there's a simple way to do this - allow parties more proposals so they can actually change laws. Changing laws by these amendments is just a way to increase the power of the majority while the majority continues to disallow the opposition from passing any legislation of its own.

Is the LP willing to enter good faith talks on this subject?

MessageOOC: I would love to cooperate but this bill is not up for discussion. A Constitutional Amendment (whether RP or using game mechanics) requires a 2/3 majority. Yes, I can claim it is a Constitutional Amendment if I want it to be one. There is nothing limiting Constitutional Amendments on any specific topic. Let me remind you that real world countries have Constitutional Amendments on any topic they find necessary.

Look, I know that you don't like that I have 100% of the seats in Parliament but that's tough luck.

I will work with you in the spirit of cooperation. After all, this game is about cooperation but changing the proposals laws is not happening.
