| Under the power given to me by the Constitution and laws of the United Republics of Lodamun, I hereby order the following: Nova Terra has engaged in brutal terror attacks upon several nations in Terra. It engages in violent events yet proclaims to promote a new era of stability for Terra. We have seen this kind of actions before by other groups and we will not allow Nova Terra to destabilize Terra nor to promote violence in this world. Not too long ago, we saw how they engage in violence incitation against our countries and our people. Their leaders have called for the assassination of Director General Rothchild of Zardugal and Emperor Jason I from Luthori and offered a bounty for this horrendous act should it ever occur. This is clear evidence that we must take the fight to Nova Terra and not wait for them to cause harm upon our citizens and the citizens of Terra. It is with this in mind that I issue the following orders: 1- Due to the impending terrorist attack by Nova Terra upon the sovereign territory of Lodamun as expressed by intelligence reports, a quarantine shall be establish in international waters adjecent to the territorial waters of Lodamun. This quarantine will extend up to but not limited to 1,000 nautical miles outside of Lodamun's territorial waters. 2- The First and Second Fleet will be in charge of carrying out the quarantine. Admiral Lucas Perr will retain his command of the First Fleet. Admiral Ulysses P. Porter will be relieving Vice-Admiral George Carmichael of his command and will assume his duties of commander of the Second Fleet. The Defense Minister, Micheal J. Johnson; Chairman of the Joint Chiefs of Staff, Admiral Deloris Babs; and the Chief of Naval Operations, Admiral Phil Noble will be in charge of executing this quarantine. 3- An international database based in Lodamun will be created for suspected terrorists and members of Nova Terra. All nations not affiliated with Nova Terra will be have asked to contribute and will have access to this database. 4- All ships passing through the quarantine area will be inspected for contraband cargo. All the sailors in the ships will be identified. If any of this sailors is a suspected terrorist or affiliated/associated with Nova Terra either by information obtained from the international database, he/she will be arrested and transported to sovereign Lodamese terroritory for trial or deportation. 5- Rules of the quarantine: All vessels will be boarded. The Lodamese Navy will follow the rules set forth in the Navy Manual with respect to boarding vessels. The following rules will apply among among others. a) Up to three warning shots will be fired to alert a vessel to stop in order to be boarded. b) Radio contact will be establish to alert the vessel to stop in order to be boarded. c) If both alternatives fail to yield the desired result, it will be considered an act of aggression against the Lodamese Navy. Upon authorization by the Defense Minister, the vessel will be fired upon and boarded and all of its sailors will be taken into custody. 6- The following is a map of the quarantine area: http://img150.imageshack.us/img150/3237/34470258.jpg 7- The Navy's level of Readiness is hereby set to DEFCON 2. 8- The Army's level of Readiness is hereby set at DEFCON 3. The REDCON level will be set at 2. 9- The Air Force's level of Readiness is hereby set at DEFCON 2. 10- The Force Protection Condition is hereby set at FPCON Charlie. All vessels and sailors are guarantee a safe and secured boarding. No violence will be used by the Lodamese Navy if full cooperation is given. I ask all countries to fully cooperate with us in this battle against Nova Terra and terrorism. I assure all countries that their vessels' integrity as well as the rights of their sailors will be protected at all times. The quarantine will be put into effect on February 1st, 2740 at 0800 Lodamese Time. Sections 7-10 are effective immediately.
