| WHILST accepting that the allowance of competing organisations in the provision of energy production can, in a limited form, help to decrease certain costs, whilst also accepting that private organisations cannot guarantee, at all times, the provision of energy supply, the Government will allow the production of energy to be carried out by both Publicly owned generation facilities and privately owned generation facilities in order to guarantee supply of energy at all times whilst maintaining low costs to the public sector. The publicly owned generators will not be directly affiliated to government, nor will they receive large amounts of capital investment from aforementioned government, rather they will be owned and operated by a publicly supported company whilst being required to operate within the market. They will, however, in times of national crisis be returned to the control of the Ministry of Infrastructure. |
