Message"Dear Sir, is there any reason for a tax increase. Shouldn't we rather focus on spending our 250 bn ZAR surplus, or cutting taxes to decrease the surplus?"

Chairman, CCA.

Message"This is just one of many steps in the direction of increasing the spending budget, as of the unstable times internationally It was deemed neccessary to have a spending bill made up immediatly for the approval of the directorate. The spending bill that wasproposed was to increase our countries budget demands to the extent what our taxes can currently handle as but also to a have a large enough surplus buffer to protect against the posiblity of a deficit. The spending bill is a step in ther right direction but is not quiet enough for the fincancial demand that our government is under. If this taxation bill is to pass we will be able to increase the spending bill in the second step to the neccessary financial demands of the Zardugal Government.

Mr. John Paul Larkin,

Finance Minister

Message"Mr. Larkin, we applaud your efforts in this initiative to reform our federations income tax bracket. It's been post-pond for far too long and we are very happy to see this moved to the floor for consideration. Though, on behalf of the F.R.P. at large-we would desire to have seen this gone to debate first given the questions raised by the right honorable Chairman of the C.C.A. The directors representing the Federal Republican Party will be voting in favor of this measure for the sake of reform; nothing else. We would like to see another income-tax adjust to come to the floor for debate. For a start, we feel the 15% of the people earning over $100,000.00 a year is too high.

Again, it's refreshing to see your work in these matters Minister Larkin. As well, we feel there are some valid points to be considered that Chairman Thomson has brought up. With our new spending measure passing; perhaps we could see two new proposals come to the floor for debate. One for spending and one for a new income-tax measure? There are many variables in our economy and many threats upon the horizon. The F.R.P. believes and will maintain this view-that government spending can be cut in many areas given the federalist and free-enterprise measures in effect. Thank you."

Minister of Trade and Industry,
Julia Thamion (F.R.P.)
