MessageThis act actually doesn't technically "accomplish" anything. The two treaties are identical, except one has been ratified by over half of Terra, and the other has only two signatories. By tying the withdrawal from the old treaty to the ratification of the new, there will be no gap in treaty coverage vis a vis Darnussian law.
