The FMCP believes that too much power resides in the hands of the national government. Therefore we propose this legislation with a mind towards raising awareness towards the lack of local-government power and to indicate in general where the FMCP stands on this issue. Proposals soon to follow. |

Message | The League considers itself committed to environmental protection. However, we are willing to make certain concessions for the sake of our other goals -- among them, federalization and devolution of power. We agree with House Lusk that Article 2 is excessive. We also have strong misgivings about Articles 5, 11, and 12. Here is a proposition: If the FCMP is willing to scrap Articles 2, 11 and 12, and if it is willing to compromise on Article 5 -- say, by leaving the development and funding of vocational schools and colleges to local governments but keeping a system of national universities -- then the League will support the bill. If the FCMP and the RASU still support the modified bill, then it is guaranteed a majority vote. |

Message | We oppose this entirely, we feel that currently the state provides a great deal of services, protection and maintenance that could otherwise be lost by some local governments. While we appreciate there are concerns about having all power centrally as opposed to locally we cannot support this. |
