| Although we do not believe a policing action is the right course thing to carry out now, we do realize that terrorists have taken over the government of Hobrazia. They have imposed a brutal dictatorship and are part of the terrorist organization Nova Terra. This bill will do the following things: 1. Stipulates that the Holy Luthori Empire recognizes the former democratic government as the rightfull leaders of Hobrazia. 2. The Holy Luthori Empire does not recognize the terrorists of Nova Terra as being legitimate members of the government of Hobrazia. 3. The border between the Empire and Hobrazia will be closed, only with direct authorization from the Imperial government will anyone be permitted to cross over. The sole exception is for Hobrazians fleeing the dictatorial rule of the Nova Terrans. 4. The Imperial Armed Forces will be taken to full alert and will be at maximum readiness level. 5. Battlegroup Gemini, composed of the XX, XXI, XXII, XXIII, XXIV and XV Legions will be sent to the border with Hobrazia to assure security. 6. There will be a complete blockade, no ship, plane or any other means of transportation may pass through Luthori to go to Hobrazia. Any attempt to force the blockade will be met with severe use of force. |

| Message | The mere idea that the terrorists have the capability to attack the Empire using nuclear weapons is laughable. Crushing imperial superiority in all matters of combat make the use of nuclear weapons completely impossible. No missile warhead from Hobrazia will ever get past Luthori's missile defense system and the Imperial Air Force is on full alert and vastly superior numericaly and technologicaly to the backwater equipment the terrorists have at their disposal, which rules out an airstrike. -Luthori Defense Ministry |
