Article One:This bill legalizes the use of marijuana, hash heesh and shrums. The county governments will create permits for the distribution of the above mentioned narcotics. Article Two:The sale of these narcotics will be taxed on an equal rating with tabacco. The revenues of this new tax will be used by by the department of education and culture for the express purpose of funding the educational institutions of vorona. Article Three: Each county will decide on the legal amount of these narcotics to carry and the penalties for selling or growing these substances with out a permit. |

Message | You're missing the point of the bill. The selling of these drugs will be strictly regulated by the government, no gangs involved! Gang violence is a side effect of prohibition. If we do make a drug illegal ,we must be as certain as possible that it is much too dangerous for society to handle. We know that hash, shrums, and marijuana are not nearly as dangerous as drugs such as cocaine and heroin. We should legalize these drugs under the conditions which the bill stipulates. |

Message | I do suggest adding actual system proposals to this bill. But we would not support anyway. We don't want Vorona becoming the world's pot house, and we don't need potheads in our country. Put 'em in jail is what I say, they're a blight on society. |
