Article I: All males, upon the completion of their mandatory secondary education or legal equivalent, shall hereby be required to serve a time of either military or civilian national service based upon qualification.

Article II: All females, upon the completion of their mandatory secondary education or legal equivalent, shall hereby be required to serve a time of civilian national service based upon qualification; or, upon their choice, appropriate military service.

Each Région, or subsequent political unit shall be reimbursed by His Excellency's national government in the creation of local boards of officials; which may include but are not limited to town/city mayors, public safety officials (police), educational administrators; with the responsibility of reviewing the qualification(s) of each male and female candidate for either military or civilian national service and giving a recommendation(s) to the His Excellency's Military or the National Service Organization.

Article III: His Excellency's national government will create, maintain and fund a Organisation de Service National (National Service Organization) for the training and distribution of civilian service candidates for work.

MessageThis is entirely based upon qualitication. If a young man is not physically eligible for military service, they have the opportunity to serve their nation through much needed civilian national service which can range anywhere from physical labor to internship in government facilities.

Young women, on the other hand, are required for civilian national service, or, if they so choose and are qualified, military service.

I am mearly trying to envoke change and choice, Is it not better to move slowly towards a goal than to dig your heels in and ask for more and more until no compromise can be met?

And as you point out we get our young men in uniform either way really...
