Description[?]:

The government must focus funding on elementary and secondary education, higher education is a valuable choice one that many can afford to fund and so should not be funded by a majority of Kanjoran's who will not attend University.

If we focus funding on lower levels of Education we can endeavour to create a Kanjor where the majority have the academic ability to attend University but until then we can not justify forcing the majority to pay for the minorities attendance.
