MessageIf it doesn't. who controls the local govt? We have no mechanism for voting on bills at a local govt. level. It has to be a one party per province setup or else we just won't have any local laws.

So, if you have 2/3rds of the vote in a parliament you control the Herramark govt. If not, the largest party controls it so long as someone (see above question) doesn't pass a vote of no confidence.

Whosoever does control the Herramark gets to decide what the laws of that Herramark are?

If a no-confidence votes passes, who controls it then? Second largest?

Messageif a vote on no confidence is passed it must be followed by a new coalition government. If not the vote on no confidence will be utntill it is a proposal for a new goverment in the Herramark.
