MessageIt would sound nicer and less corporate if we were to do so. "Department" implies that Kalistan is somehow a big corporation; PiS does not see it that way. We see Kalistan as the country that it is, and as such, its subdivisions should be given a related name that reflects that.

MessageAllow me to explain.

Department is a regional designation of a non-Federal Republic. We don't want to suggest that the regions retain sovereignty (as the word "State" implies, as in the United States, where sovereignty is facetiously implied, and is backed up by the equally facetious 9th and 10th Amendments), and "province" suggests some autonomy, as in a confederation. Long ago, we decided that the federal part of the republic should be eliminated and the nation became a unitary republic. "Department" suggests that any authority possessed by the regional government is entirely dependent upon the top (national) organization. The government of the nation is imagined as a bureaucracy, and each regional government is a part of that bureaucracy, but in and of itself, it has no real power and cannot stand alone.

It is actually the appropriate term for a modern nation who puts makes no pretense to this nonsense about local independence, or the government being inherently good or necessary. The governmental organization is a pragmatic necessity, nothing more, and actually should be abolished, save the people in the country require some organization to regulate their behavior towards one another. It is not patronization to say as much: they demand it. The government then should be governed by efficiency: henceforth a bureaucratic organization is demanded. If a program fails to do the business of the population (that is the whole population, and of course acknowledging the minority but not bowing to their demands), the government needs to stop that activity.

This is why, when the government protects the interests of big-business and the rich, it is failing to do the business of the population, and it can only do the business of the population when it fights the exploitation inherent in capitalism on behalf of the people so they can make, for themselves a good life. This is why, when the CCC demands less government regulation of business and the economy, they actually are using the government to make war on the vast majority of the population who does not control the levers of the economy. Only when we abolish capitalism can we even consider abolishing regulation of the economy. If we do it befgore we abolish capitalism, we violate the purpose of our existence, which is to do the business of the People of this country and bend the resources of this country to the use of ALL people (not just some) as efficiently as possible.
