The 'Rutanian Heritage Party' proposes a series of comprehensive reforms to immigration, refugee and border control policies that prioritize the interests Rutania and its people, first and foremost.

Article 1 - Illegal aliens undermine job markets and wages; bring their poverty with them, putting an unnecessary burden on tax-payer funded welfare services; cause over-population; do not assimilate into our society, undermining social cohesion; form segregated communities and gangs; and, in many cases, commit crimes at much higher rates than Rutanian citizens.
Whilst it would be a further burden on tax-payers for the federal government to fund constant efforts to search houses for illegal aliens - and whilst this is extremely invasive and inconsistent with private property rights - there is no reason that illegal aliens should not be immediately deported when found. As such, we propose that there be no active search for illegal aliens, as this process would be troublesome in many ways, but that illegal aliens should be deported upon being discovered.

Article 2 - In the interests of social cohesion, it is important that all immigrants who come to Rutania are properly integrated into our society. It is, naturally, much simpler for some cultural groups to be absorbed into society than others, and this should be a consideration in forming immigration policy. If Rutania is overwhelmed by a disproportionate number of immigrants from a certain country or cultural background - particularly one that is not harmonious with our own - it will become much harder for them to assimilate properly, and they will inevitably segregate, causing cultural division, backlash and tension. For this reason, we propose that immigration quotas be based on nationality.

Article 3 - Whilst it is noble to sympathize with the plight of those much less fortunate than ourselves, who have been forced to evacuate their country for reasons of war or domestic turmoil, Rutania's interests and the interests of its people should always come first. As with illegal immigrants, refugees make little effort to integrate into our society, and often bring their poverty with them, putting an enormous strain on the welfare system and increasing unemployment rates. Additionally, like illegal immigrants, refugees are often from poor nations where crime and disease is rampant, and so, naturally, they bring their crime and disease with them also. Whilst we sympathize with those who have fled their country, we do not believe we should allow thousands of people to enter our nation on the grounds of 'compassion'. Rutania must always come first. Therefore, we propose that no refugees be allowed onto Rutania's shores.

Article 4 - Border control is vital for the national security of Rutania - the more lenient our border control policies are, the easier it is for terrorists, serious criminals and other undesirables to enter our nation freely, putting Rutanian citizens at great risk. The government's first obligation is to the people of Rutania, and, as such, their safety and security is paramount in all matters of border control. It is better that we impose strict controls and security background checks on visitors than giving criminals free access to Rutania. Therefore, we propose a tightening of border security policies, for the welfare of this nation.

MessageWe understand the 'REP's concerns with this legislation, and we harbour no ill feelings towards the party for their opposition to it.

However, we believe that the primary reason most parties oppose legislation of this kind is that they believe that it is somehow 'racist'. We assure our fellow parties that we are not a 'racist' party - we believe that race is a purely social and not a political issue, and is, in fact, fairly trivial.
This legislation is not about race. This legislation is about culture and social cohesion; it is about the safety and security of Rutania and its people; and it is about jobs and wages.

We do not expect our fellow parties to reconsider their position on this legislation based on what we have just mentioned, but we hope that this will at least give them a different perspective on the issue and dispel the myth that this kind of legislation is racist or racialist in any way.
