The Christliche Liberalen Allianz propose to adjust the government's spending budget to better address the economic and social situation of the Imperial Crownlands of Greater Hulstria.

Be it enacted upon the Emperor's most Illustrious and Lutheran Majesty, by and with the advice and consent of the representatives of the people of Greater Hulstria, in this present Imperial Diet assembled:

An Act to establish deficit spending and repayment limits


ARTICLE I - Short title and etc.


1) This Act may be cited as the Deficit Spending Control Act, 2758.
2) This Act shall come into force immediately upon the approval of the Imperial Diet.

ARTICLE II -
1) The Imperial Diet shall not approve deficit spending that exceeds one-half percent (.5%) of gross domestic product.
2) Any budget that includes deficit spending must include spending of at least ten percent (10%) of the deficit amount dedicated to the Finance Ministry for the purpose of payment of government debt.
3) Should the Minister of Finance determine the Imperial Crownlands of Greater Hulstria to be in a state of economic emergency, the Minister may submit a budget decreasing debt financing in Section 2 to no lower than two percent (2%).
4) Should the Minister of Finance determine the Imperial Crownlands of Greater Hulstria to be a in state of economic emergency, the Minister may submit a budget with deficit spending that may not exceed three-quarters percent (.75%) of gross domestic product.

MessageThe budget surpluses take capital out of the Hulstrian economy, thus impeding economic growth. The CLA proposes managed deficit spending to increase economic performance.

We propose deficit spending not to exceed .5% of GDP and at least 10% of the deficit to be dedicated to the Finance ministry to fund the repayment of government debt.

MessageAll surpluses give Hulstria is hampered economic growth. Capital is removed from the economy. Surpluses are the biggest single obstacle to realizing Hulstrian economic potential.

This deficit spending proposal is reasonable, limited, and defined. The debt burden is extremely low and the mandated spending by the Finance Ministry will ensure that debt servicing will not be a problem.

MessageHulstria has never went into deficit spending since the restoration of the 3rd Imperial Crownlands in 2551 and I want it to keep it that way. I don't care how small it is or who has oversight, no deficit spending. I like the fact you put spending in those areas, those Ministries are Ministries I like to see funded but we must spend what we have in front of us.

Hulstria went through its largest economic growth from 2710-2735 and we maintained a surplus of 10-20 billion crowns; it was not a burden whatsoever.

MessageI'm all for budget spending, don't get me wrong. The FAP will go for a budget proposal that uses up the current 30 billion crowns in surplus right now though we won't support one that brings us in any sort of deficit.

ic: You proposed a budget that wishes to bring Hulstria into a deficit, the first in 200+ years. A full fledged debate was needed and the CLA did not even take any interest in debating this any further than "surplus only hampers growth" and failed to provide facts showing this. The FAP offered its suggestion but the CLA didn't even attempt to expand on it, putting it to vote. Its only common sense to leave this out for more than a few months considering what it is proposing (first deficit in over 200 years).

The last budget was not proposing a 65-70 billion crown deficit.
