Messagereasoning:
1 - same as with the smoking bill proposed by GPO; we don't want small children consuming alcohol
2 - the government has an obligation to keep its citizens safe in nuclear, chemical, or biological attacks
3 - there are crimes besides terrorism or treason, such as serial murder, that also deserve a death penalty
4 - we don't want wackos to own guns, but some people besides off-duty police officers may live in rural areas where guns are necessary for protection from wild animals; also, if hunting is legal, but buying guns isn't? common sense there...
5 - serving in the military is good for building character, and for those that don't feel comfortable, they can do good for the nation with civil service
6 - sure, we don't want naked fat guys walking down the streets of the capital city, but we need a place where they can do that - specified nudist colonies and beaches
7 - it costs too much money for the govt. to provide everyone telephone service, we can just subsidize it for poor people and regulate the providers from charging too much so that its still accessible
8 - we should allow private sports clubs, and should open a few government-run ones here and there in major cities to keep our citizenry fit
9 - stock exchanges are mostly good for the economy, but when left unchecked bad things happen

Message3 - They don't deserve to die, they deserve a chance at redemption or at least to work for the state to pay for their crimes.
5 - We wouldn't have them in times of war.
7 - We have the money, we have the largest defense budget on Terra and can re-allocate it.

Random fact: "Game mechanics comes first." For example, if a currently-enforced bill sets out one law, then a player cannot claim the government has set out a contradictory law.
