Bill: New Autonomous Private Higher Education Institutions Act of 2758

Details

Submitted by[?]: Genuine Progress Alliance

Status[?]: defeated

Votes: This is an ordinary bill. It requires more yes votes than no votes. This bill will not pass any sooner than the deadline.

Voting deadline: August 2759

Description[?]:

This bill aims to promote privately-run higher education institutions in Aloria in order to better advance the cause of education. These institutions will be autonomous but its self-regulation will be limited. The Ministry of Education and Culture reserves the right to reverse a decision made by autonomous institutions if it is found unjustifiable.

The current law appears to give local governments the responsibility of funding higher education institutions. But the loophole is that it appears to be preventing the establishment of private institutions since the law only provides for government-supported institutions.

MessageHere's the key word: "operate".

That means the local government manages higher education institutions under the current law. That means there is no room for private higher educations to exist under the current law. These institutions will simply be those owned by the local government under the current law.

MessageThe law does not explicitly deny the rights of private higher education institutions to exists, therefore we vote no. If there is an option for local governments to operate public institutions while privates are explicitly allowed in the law, we will support it. Power to local government is key and is one of the most important parts of our platform.
