This bill aims to promote privately-run higher education institutions in Aloria in order to better advance the cause of education. These institutions will be autonomous but its self-regulation will be limited. The Ministry of Education and Culture reserves the right to reverse a decision made by autonomous institutions if it is found unjustifiable. The current law appears to give local governments the responsibility of funding higher education institutions. But the loophole is that it appears to be preventing the establishment of private institutions since the law only provides for government-supported institutions. |

If there is an option for local governments to operate public institutions while privates are explicitly allowed in the law, we will support it.
