Be it enacted upon the Director-General (HoS) and the Government of Zardugal, by and with the advice and consent of the representatives of the peoples of the Federation of Zadugal, in this present unto the Directorate assembled: An Act to ban the formation, maintenance, and arming of paramilitary organizations and to extend such proscriptions to all paramilitary activities. Article I - Short title, Definitions, and etc. 1) This Act may be cited as the Paramilitary Organizations Act 2760. 2) Unless otherwise stated, "paramilitary organization" refers to any political militia, armed organization, army, or group which, made up of non-military personnel, acts as a military force without the sanction of the government of the Federation of Zardugal. Article II - Proscriptions of Paramilitary Organizations 1) No political party in Zardugal shall establish, maintain, operate, fund, or otherwise support, directly or indirectly, any paramilitary organization in the Federation of Zardugal or any of its holdings. 2) In addition to the proscription in Section 1 of this Article, no other organization or private individual shall establish, maintain, operate, fund, or otherwise support, directly or indirectly, any paramilitary organization within the Federation of Zardugal. 3) No foreign paramilitary organization shall be allowed to operate within the borders of the Federation of Zardugal without the formal approval of the Director-General (HoS), Chancellor (HoG), the Minister of Defense, the Minister of Foreign Affairs, and the Minister of Internal Affairs. 4) Should a foreign paramilitary organization be granted permission to operate within the borders of the Federation of Zardugal, it shall be the duty of the Director-General (HoS) and Minister of Defense to inform the Directorate as soon as practical, unless this would compromise the safety or security of Zardugal or its citizens. 5) If any person should knowingly provide, or orchestrate the provision of, weapons or ammunition to a paramilitary organization then they shall be guilty of a felony and, having been properly convicted, shall be sentenced to a term of imprisonment not exceeding sixty years and not less than ten years. Article III - Disbandment of Current Paramilitary Organizations 1) Should any paramilitary organizations be presently operating within the Federation of Zardugal, or by a political party in the Directorate, then it should be disbanded within six months of the passage of this Act. 2) Any political party represented in the Imperial Diet may request for a formal investigation to be brought forth to determine if an paramilitary organization is being operated illegally. This is a Constitutional Amendment and will require a 2/3 majority of the legislature to become law. |
