RECOGNIZING that not every individual are physically fit to serve as a combatant in the military and could better serve the military in the civil service,

AND RECOGNIZING that women are capable of serving as combatants,

THIS ACT seeks to grant citizens more options for fulfilling the minimum military service requirement while allowing female soldiers to take the place of those opting to serve in the civil service.
