The Imperial Mayor Association Act of 2779 hereby establishes these set provisions; Article 1; Section One- The Head of State of Hulstria, held by His Imperial and Most Illustrious Lutheran Majesty the Emperor of Hulstria, shall oversee all appointments of mayors within the Imperial Crownlands of Greater Hulstria. Section Two- To replace the loss of electing mayors, local governments will maintain the right to form municipal councils and elect representatives to said councils; they shall still have the right to pass town/city ordinances. Section Three- Along with municipal councils, citizens may elect a Town Directer that will act as the head of the town/city council; the Town Director shall address concerns within the town to the Imperial Mayor and both shall meet to discuss issues on a regular basis. |

Message | Absolutely not. Mayors should be responsive and responsible to the local populace. The issues involved at such basic a local level will include policy areas that no central appointing figure could keep track of. This would substantially damage local government. |

Message | As the National Party pointed out, the Emperor is more than likely to appoint local leaders to be the best suited for the job. As described in this bill, local governments will still retain the right to form council governments, elect alderman, and pass ordinances as they always would. As for the "no central figure can keep track of policy" comment by the CLA, Crown Comissioners will be more than likely to update and inform the Emperor of situtations in each Crownland so His Majesty may appoint accordingly. |

Message | The Crown Commissions may comment on each crownland, but not in each municipality. The question then becomes who is advising the Crown Commission on each municipality in their crownland. Those people who have the ear of the appointing (Emperor) or advising (Crown Commissioner) authority have disproportionate influence. The people of a community/city should be able to elect their own mayor who specifically addresses the concerns of the local populace and is responsible to them for getting the job done, and not the far off imperial court in Kien. As the law and practice already exist, municipalities have mayors and elected city councils. All this law does is strip one organ away without any compensation. It's one thing to talk about recentralizing national power in the imperial court. While the CLA strenuously disagrees with that position, reasonable people can reasonably debate the subject. The immediate issue of mayor election or appointment goes beyond that. This is about the basic level of local government and what is of better practical use: a mayor elected by and responsible to his/her city's citizens, or a mayor appointed by authority of the Emperor and not responsible to the people (s)he is to serve. |

Message | Though it probably won't make such difference when voting comes along, I have added an extra provision to the IMA Act; Towns/cities, along with being able to elect councils, will also have the right to elect a Chief Director to act as the bridge and main communicational line between the people and the Imperial Mayor. Both will meet and discuss issues concerning the x town. I'm looking to establish a Governor-General position like role with the Chief Director. This new provision allows democracy and allows royal empowerment; it allows citizens to still elect their own councils, their own mayor-like Chief Director while giving the Monarch a role as well. |
