The Royal Hulstrian Foreign Ministry Creation Act of 2781 hereby sets these provisions; Article 1- Section 1: This act hereby establishes the Royal Hulstrian Ministry of Foreign Affairs chaired by is His Imperial and Most Illustrious Lutheran Majesty the Emperor of Hulstria that will be under the oversight off the domestic cabinet position of Ministry of Foreign Affairs. Section 2: The Monarchy shall pocess the authority to appoint its own Imperial Minister of Foreign Affairs to deal with hosting state visits, establishing communications with other Monarchies on Terra, attend diplomatic conferences, and to form treaties on behalf of the Emperor. Section 3: The Monarchy shall also appoint a council that will lead the Royal Hulstrian Foreign Ministry with the Imperial Minister and the Emperor shall chair the said council; the Council's responsibilities will be to brief the Imperial Diet/the Emperor on royal diplomatic affairs and to carry out various diplomatic missions. Article 2- Section 1: The Imperial Minister of Foreign Affairs must be transparent with the domestic Minister of Foreign Affairs and as stated in Article 1, Section 3 must brief the Imperial Diet on any significant proceddings. Section 2: When attending international conferences, both the Imperial and domestic Minister of Foreign Affairs must be in the same delegation; however one can opt-out for an any reason. Section 3: To establish treaties, the Royal Hulstrian Foreign Ministry must go through the Ministry of Foreign Affairs to finalize such an act. |

Message | There should not be two competing Foreign Ministries in the Imperial Crownlands. The current method of discrete and personal diplomacy by the Emperor with other monarchies is perfectly fine. If the FAP is not up to the job of performing these diplomatic duties for the cabinet and imperial court, perhaps a new party needs to assume the Foreign Affairs portfolio. |

Message | The FAP has shown it is perfectly capable of performing its duties at the Foreign Affairs Ministry with patience and respect time and time again; frankly your statement is a bit rude but certainly not a surprise. If I were to give up my post, I'd give it to the KHP but you'd probably be opposed to that to. These Foreign Ministries won't be "competing", it clearly states that both the offices will have to be in constant communications; I don't think we'll be racing to write treaties there CLA. It would simply set up an official diplomatic wing for the Monarchy; this would be not different than how the foreign affairs Ministry in Norway works where Harald V operates his own diplomatic duties with the same responsibilities as I outlined here. |

The Royal Hulstrian Foreign Ministry will be established under the the domestic Foreign Ministry with the Emperor still chairing such an office with the domestic Foreign Minister having oversight. All other sections about a council appointed by the Emperor, communications, briefings, and transparency will still be included. |

Message | The FAP dealt in an honest and fair manner with the CLA, but the CLA has consistantly stonewalled the HMS legislative efforts, and they are the one's who have breeched the trust of the other parties. Message | And for that matter the CLA acted in complete disregard for the other parties when it put up reforms of the Government of the Eastern Territories that was ripped practically word for word from other legislation, with a few minor changes that proved to be an advantage to them. |
