Opinion Poll
An opinion poll was held among the citizens of the Democratic Republic of Aloria. The subject of the opinion poll was Policy concerning industrial hemp. When asked what their opinions were, the following choices were made:

Percentage Choice
18.72% There are no regulations on industrial hemp.
18.88% Only regulated agribusinesses may produce industrial hemp.
12.81% Production of industrial hemp is illegal, sale of foreign hemp products is legal.
19.76% Industrial hemp is illegal.
29.82% Industrial hemp regulations are left up to local governments.

The National Conservative Party requests that Article 2 be removed from the bill. The Alorian people wish for those matters to be left to local governments.

MessageThe NCP cannot support Article 1 either, as we believe that recreational drug use would not improve standards of living in Aloria.

MessageThe LP respects the NCP's opposition to the bill and is sure that it stems from nothing else than great concern for our fellow Alorians. The LP, however, continues to believe that it is not up to the NCP or any other party to decide which substances Alorians may or may not consume. If this road of interventionism is followed, we may soon find ourselves discussing the merits of banning complex carbohydrates, sugar, caffeine, animal fat, and other substances that make Alorians feel better at the cost of their own health.

As for Article 2, it is a mere corollary of article 1. If marijuana is completely legal, there is absolutely no sense in regulating industrial hemp, in whatever level. It is a crop as any other. Or should we start regulating carrots' lengths and beets' redness as well?

MessageThe NCP understands the LP's concern completely. The NCP tries to do the will of the Alorian people as much as possible, and extend as many freedoms as possible. The NCP would never try to regulate sugar or fat. The problem with these substances is that when taken "just for fun" they also affect the lives of other alorians and they cause a rise in crime. Of course we believe the local governments would have a better handle things. We understand your concern LP.
However Article 1 would just go against what the people wish, as expressed in an opinion poll. Which the NCP has just passed legislation on.
Allowing people to put anything into their bodies, just does not seem appropriate. Especially if it affects the lives of other Alorians. We have the same stance on smoking. We believe it is ok to smoke until it affects the health of others who do not welcome it. We passed legislation to remove smoking from indoor places (except bars and clubs). This is debatable subject as are most subjects. The NCP is more than willing to work with the LP to better serve the Alorian People that we work for. The LP should put this to a vote to see what other parties believe. The NCP, however, cannot support this bill.

Thanks,
NATIONAL CONSERVATIVE PARTY

MessageYes, perhaps these regulations are best left for local governments to decide. Thanks LP, this will allow more personal freedom if local communities like the idea of recreational drug use.

Random fact: When it comes to creating a Cultural Protocol in a Culturally Open nation, players are not necessarily required to provide a plausible backstory for how the nation's cultural background developed. However, the provision of a plausible backstory may be a factor in whether Moderation approves the Cultural Protocol if players in surrounding nations question its appropriateness for their region of the game map.

Random quote: "Soldiers are not the enemies of the movement. They're potential allies. They're more than that. Soldiers are the only people in America who are paying a stiff price for this war. Everybody else profits. Soldiers are the ones losing their lives, losing friends, having their lives disrupted. The real victims of American imperialism are its soldiers." - Fred Gardner
