Executive Public Works Package of 2786

Introduction Explanation:
This resolution would enact a public works project to mend ailing infrastructure, restore military facilities, and construction of new highways.

Section I: Purpose

Article 1) Due to a need for repairs to infrastructure and public buildings and government works, a public works project is to be instituted.

Section II: Financial Details

Article 1) A sum of $35,000,000,000 SOL is to be appropriated to the Department of Infrastructure and Transportation for the purposes of new infrastructure, rebuilding, mending, improving public works, payment, compensation, and other necessities.

Article 2) A sum of $2,000,000,000 SOL is to be appropriated to the Department of Trade and Industry for the purposes of safety regulation and miscellaneous causes.
(A2, a) -------------- All workers employed for the purpose of rebuilding infrastructure must be certified by codes set by government standards and must be Solentian by nature. No immigrants under green card or illegal immigrants may be employed for any public works projects mandated by this executive plan.
(A2, b) -------------- All workers employed for the purpose of rebuilding infrastructure must belong to a labor union of some kind and may not be non-union.

Article 3) All expenses initiated and required by this executive public works package will be absorbed through the over $200,000,000,000 SOL surplus in the Federal Republic's national treasury.

Section III: Enforcement

Article 1) At any construction or work site, local government will be responsible for providing law enforcement in the form of police officers to ensure workers are not disturbed and to keep citizens safe.

Article 2) At any construction or work site, federal government will be responsible for providing at least half of the law enforcement provided by local government to ensure workers are not disturbed and to keep citizens safe.

Article 3) At any construction or work site, federal and local government officers hold power of jurisdiction and may arrest citizens or members of corporations that attempt to interfere with public works projects.

Article 4) Any corporation or private entity that attempts to interfere or compete with government workers on public works projects will be punished as seen fit by the Minister of Justice, both in financial punishment and other forms that may be applied if necessary.

Section IV: Approval by Minister of Finance

Article 1) This package has been approved by Minister of Finance Daniel Relvue

Section V: Rules

Article 1) This package requires a 50% vote in favor by the Senate to take effect.

Article 2) This package will remain in effect until its purpose is completed, funds run out, or it is halted by a government entity.

Message"The CMP cannot support this Act due to the existance of Section III Article 4 which we feel damages the competative nature of the free market and poses a threat to personal economic freedom.

Furthermore, the CMP does not approve of Section II Article 2, part a which we view essentially as protectionist and not in the best interests of the economy. We must be ready to accept international interest and investment in our economy and this public works programme offers a great opportunity to spur investment. We feel that the FIP are overlooking at opportunity."
