| Be it enacted upon the Emperor's most Illustrious and Lutheran Majesty, by and with the advice and consent of the representatives of the people of Greater Hulstria, in this present Imperial Diet assembled: An Act to reorganize the National Police Department Article 1 - Short title and etc. 1) This Act may be cited as the National Police Bureau Act 2) This Act shall come into force immediately upon the approval of the Imperial Diet. Article 2 - Section 1: This act formally establishes the National Police Bureau, lead by the Director of the National Police Bureau. Section 2: The National Police Bureau shall be charged with upholding and enforcing the laws passed by the Imperial Diet and providing investigative services in important criminal matters. Section 3: The Director shall inform the Minister of Internal Affairs of all investigations and operations of the National Police Bureau. The Minister shall inform His Majesty's Government and the Emperor of major operations of the NPB. Section 4: The National Police Bureau must conduct itself within the laws of the Imperial Crownlands. Article 2 - Section 1: The Minister of Internal Affairs shall, after consulting the Emperor and Staatsminister, appoint the Director of the National Police Bureau. The Director shall be responsible for administrating the NPB and conducting federal investigations within the Imperial Crownlands of Greater Hulstria as laid out in this Act. Section 2: The Director of the NPB shall have the power to call special investigations. The Director shall immediately inform the Imperial Diet and His Majesty's Government on the scope of such investigations. Article 3 - Section 1: The Minister of Internal Affairs shall appoint a Board of Supervisors that will be the principal oversight and regulatory body of the National Police Bureau. Section 2: The Emperor may present to the Minister of Internal Affairs up to three candidates for the Board of Supervisors. The Minister may reject no more than one candidate presented by the Emperor. At no time may more than three members of the Board be candidates selected by the Emperor. Section 3: The Board of Supervisors shall compromise of no less than five and no more than seven members. The Minister of Internal Affairs shall be an ex officio member and Chair. The Emperor may appoint a member of the Board to serve as Vice Chair. Section 4: No member of the Board of Supervisors, aside from the Minister, shall currently be a member of the Imperial Diet or a member of His Majesty's Government. Section 5: The Board of Supervisors shall oversee NPB operations and administration and pass regulations regarding internal operations of the National Police Bureau. The Board may, by three-fifths vote, remove the Director of the NPB from office. Section 6: The Imperial Diet reserves the power to pass regulation concerning internal operations of the NPB, and the right to form its own parliamentary committee on NPB oversight. Section 7: If formed, the parliamentary committee shall consist of one member of the Imperial Diet from each political party holding parliamentary seats. No member of the committee shall currently be, or ever have been, a member of His Majesty's Government. Section 8: The parliamentary committee may, by three-fifths vote, recommend to the Imperial Diet that the Director of the NPB be removed from office. The Diet may accept the recommendation of the committee by majority vote. Article 4 - Section 1: The main priorities of the National Police Bureau are the enforcement of the laws passed by the Imperial Diet; protection of the Imperial Crownlands from terrorist attacks; domestic counter-intelligence operations; protection of the monarchy; maintainance of the public order. Section 2: The NPB shall operate liaison offices with Crownland Police Departments and the Imperial Police Service of the Eastern Territories. |
