| We, the people Deltaria, do hereby create the following rules for the Executive Branch. 1) The Czar has the power to issue executive orders as he/she sees appropriate in order to carry out his/her duties as Head of the Executive Branch. 2) The Head of Government may issue executive orders as he/she sees appropriate in order to carry out his/her duties as Head of Government, unless opposed to by the Czar. If such is the case, the Head of State holds the ultimate and definitive decision. This is a Constitutional Amendment and requires a 2/3 majority of Parliament in order to be app |
