We have been proud of our industrial achievements, but we have not hitherto stopped thoughtfully enough to count the human cost, the cost of lives snuffed out, of energies overtaxed and broken, the fearful physical and spiritual cost to the men and women and children upon whom the dead weight and burden of it all has fallen pitilessly the years through. Rutanian waste places are unreclaimed, Rutanian forests untended, fast disappearing without plan or prospect of renewal, and unregarded waste heaps at every mine. There can be no liberty or opportunity if men and women and children be not shielded in their lives, their very vitality, from the consequences of great industrial and social processes which they can not alter, control, or singly cope with. Rutania must see to it that it does not itself crush or weaken or damage its own constituent parts. The first duty of law is to keep sound the society it serves. Environmental protection is therefore an intimate part of the very business of justice and legal efficiency in a Free state. The Radical Freedom Party calls for: -Safeguarding the continued ecological safety of the state in Rutanian agricultural policy -Cleaning up Rutania: responsibility in waste disposal. -Responsible management of Rutanian exotic animals. -Protecting the Rutanian scenery, localities, cultural, and historical sites. |

Old value:: The government denies subsidy assistance to farmers.
Current: All agricultural operations are state-owned and operated.
Proposed: Agricultural crops which are considered beneficial to the enviroment or to the continued ecological safety of the state are subsidized.
Article 2
Proposal[?] to change Waste disposal responsibility.
Old value:: Government disposes special waste only.
Current: It is the responsibility of local governments to decide on waste disposal regulation.
Proposed: Private companies are responsible for disposing of their own waste. The government disposes of residential waste.
