Description[?]:
In an effort to prevent crimes such as identity theft and to facilitate the accurate keeping of records for the courts and for voting, we propose that each citizen be issued an identification card that verifies their identity. The identification card would be required to have a photograph no older than two years of the carrier, and list the carrier's name and address. Other information may be included at the discretion of the card holder, and may not include Social Security Numbers, bank account information, or other non-public information. It is reccomended but not required that existing health conditions be listed on the back of the card to assist medical personnel. A valid driver's licence qualifies as adequate identification under this act. For those without a valid driver's licence, no charge will be assessed to aquire the card. Though it is not required that a person have their identification card on them at all times, citizens will be made aware of possible consequences of not carrying it in specific circumstances, for example, denial of services from the government and private sector specific to them for security reasons. Citizens will also be encouraged to keep it with them as much as possible. |

Message | The requirement to carry I had in mind had nothing along the lines of fines/imprisonment as punishment. Suffice to say, I can see the point, however, things may be more difficult for a person if they don't carry it. I agree to the compromise and will adjust the value, and start the voting. |
