| Local government simply does not have the resources or proficiency to build and maintain shelters that are of a satisfactory level and can protect citizens from nuclear attack. We feel that it should be the government's responsibility to build and maintain a string of shelters in all major cities and regional centres. These shelters would be built according to a national standard. Considering how many nations on Terra are currently armed with nuclear and biological weapons, this program is absolutely necessary. |

| Message | Why should the local government not have the resources or proficiency? Local governments are responsible for public works in general. The LP sees no reason to take away from those with the best knowledge of their building codes, availability of materials and needs of the population the responsibility to construct shelters. |
