Votes: This bill asks for an amendement to the Constitution. It will require two-thirds of the legislature to vote in favor. This bill will not pass any sooner than the deadline.

Description[?]:

Let it be by the passing of this bill that the Imperial Diet have the 200 Seats be evenly split in elections, and that early elections be called in order for the new system to take immediate effect over the Empire.

Also, let it be known that the following administration laws shall go into effect until the Imperial Constitution has been revised with the Viceroy included:

I. The Imperial Government, that of the Emperor and the Imperial Court along with Imperial Officials, shall be in charge of running, defending and carrying out the Laws of the entire Empire as a whole.

II. The Government of Luthori, the Homeland, shall be overseen by the Viceroy who rules as a Head of State for the Homeland by carrying out the duties that a HoS would carry out. However he is not the Head of State, which is still the Emperor.

III. The Viceroy of Luthori shall act as if he is the Viceroy of any of the colonies, with the exception that he is not appointed by the Emperor and does not have sole command of the Military of the Homeland/Colonial Forces.

IV. The Viceroy shall be able to represent the Homeland as the representative for the Head of State, the Emperor. If and only if, the Emperor is unable to represent himself, and does not appoint anyone else to do so if it is required that he be needed, example being a foreign Minister coming and, the Emperor not being able to greet him or her, he appoints the Prime Minister to represent him. In which case the Viceroy may attend but he is representing himself and not the Emperor

V. These temporary laws/ordinances are in effect until the new version of the Constitution is written and ratified.

Actually this is part two of the Reforms. Yet someone as yourself, who lacks any education it seems in the history of the nation or of Luthori itself would not know anything about.

Once again CfL, I ask you NAME THE ABUSES YOU SAY THE IMPERIAL GOVERNMENT HAS MADE, THAT THE EMPEROR HAS MADE?!!!

You can not for you keep spouting nothing but bull shit and lies on this holy and sacred floor. Sir you should mind your tongue and think before you speak on matters and things that you lack any knowledge of.

I for one have had quite enough and I am not alone in it. Imperial power is not the enemy to the people, since it has existed as far back as 1000 B.C. The only threat here is you and your foolish and quite frankly false accusations on the Empire and the Emperor who you have nothing for in support of.

Mr. Speaker you are a disgrace to this nation, to this Empire, to the people you represent. Go back to school and learn some history and some knowledge of this nation before you dare open that gaping hole on your face that you dare call a mouth.

I ask the forgiveness of my fellow Imperial Ministers of Parliament for the language I have used, but I can not sit here any longer and hear the ignorant talk of such a fool who knows nothing of which he speaks of or the nation and people he is suppose to be representing.

Our party, in moderating the discussions on the floor of the Diet, cautions the Imperial Court of Luthori against using fowl language. It demeans the sacredness of our parliament, of our Emperor, and of our country. At this time, we will not recommend sanctions against the Imperial Court, but we are prepared to step in any debates, if necessary, and ensure that parliamentary manners are in place.

The Speaker of the Parliament, John Rannigan, is not affiliated with any party- thus, no party can regulate discussions. Our party finds this ridiculous. We will no longer abide by the Code of Address strictly if no party has regulation authority.

The HoG does over see the Diet, however the secession is run by the Speaker of the Parliament. Yet it does not matter, for neither have the power to keep anyone from speaking their mind or thoughts, since the Representatives have the right to say what they want. Now you can disagree and like I have and you can say that you should not use such language, but there is nothing anyone can do if it is used.

Should it be used? No, but can it without punishment? Yes.
