Article 1) The RHP believes that the principal of national sovereignty should be respected in all matters of foreign affairs. For this reason, the RHP believes that it is not Rutania's place to pass moral judgement on nations who use 'cruel' or 'inhumane' punishment on criminals; if a criminal from such a nation is discovered in Rutania, or a citizen of Rutania commits a crime in such a country, we have no right to interfere in the process of justice this nation wishes to pursue, regardless of our own national position on these forms of punishment. What we as a nation view as 'inhumane' may not be regarded as such in other nations, due to different historical circumstances, culture and moral interpretations, and as there is no objective, universal measurement for something being 'inhumane', we should not impose our own values on nations where they are irrelevant. The treatment of fugitives who have committed crimes in other nations should be left entirely to the discretion of the nations in question.

Article 2) The RHP recognizes the many harmful affects of illegal immigration on the social cohesion of this nation. For example, illegal aliens undermine wage and job markets; commit serious crimes at a much higher rate than Rutanian citizens; cause over-crowding; cause cultural and social division; and put an unnecessary burden on tax-payer funded welfare programs, among many other things. We do not believe that the citizens of Rutania should be forced to endure these burdens caused by their own government's inaction and lack of political will to deal with this severe problem. We believe that all aliens living illegally in Rutania should be deported immediately upon discovery.

Article 3) The RHP believes that, in order to prevent cultural division and to retain social cohesion, it is imperative that the number of immigrants from each nation be limited based on their ability to integrate into our society and naturalize without aid. As such, the RHP believes that immigration quotas should be based on nation of origin.

Article 4) The RHP believes that, although we are sympathetic to the plight of refugees from war-torn nations, the interests of Rutania and her people must always come before any notions of obligation abroad. If Rutania opens her gates to refugees from every third-world nation on Earth, the problems of all of these nations will become our own - we should not allow the corruption of social and cultural cohesion, and the spread of disease, crime and drugs to accomodate refugees to which Rutania has no connection. For this reason, the RHP believes that we should close our borders to refugees.

MessageOur colleagues from the RHP are aware of our stances regarding some of this issues. We certainly support Article 1, because it offers the Rutanian government the possibility to judge on individual basis about extradition. We support Article 2 as well. But Articles 3 and 4 are against our policies. Nonetheless we offer a deal. If the RHP is willing to remove article 4, the REP will support the first 3 articles.

MessageThe Revolutionary Worker's Party has a firm stance on this issue - which is in support of a no borders policy. We see any form of curtailing immigration, imposing quotas and limits on who can reside in this country, and dawn-raid expulsions as being racist proposals. Not only do these measures negate the contributions to society that "illegal" immigration has made (of course, helping to build infrastructure), but also serve to increase a culture of fear and racism in the country, perpetuated by the current capitalist and ruling-class system.

As such, we will be supporting a vote against this proposal.
