Message | Even under a state of emergency, there is room for a cool-headed reaction by the police, as there is no requirement to disperse a crowd under any circumstances. A state of emergency would not be declared at the least sign of possible disturbances, but only when they are a very real prospect of grave public disorder, and even then the police can still leave peaceful crowds alone. |

Message | Well, all we are hearing is leaving it to the police to judge whether a crowd is peaceful or not. And knowing that the police is always concerned with who is doing something wrong, than with who is doing something right, we prefer not to give that power to them. |
