First of all, we would like to apologise for our absense as of late, and of missing the last health care bill - not only was the RWP invited to several anti-globalisation demonstrations as speakers in recent weeks in Terra, but many bills also coincided with the RWP's national policy conference.

PREAMBLE

1. The RWP aknowledges the recent healthcare bill which was defeated in the senate
1.1 The RWP plans to continue the wider debate about the administration of healthcare in Rutania.

2. Our party has raised several times in the Senate the jobs crisis in this country, including mass unemployment in the south and north-east of the country.
2.1 We recognise that due to unemployment many working-class Rutanians have to make compromises between healthcare and amenities such as housing, heating, and food.
2.2 The RWP believes a healthy Rutania is of benefit to workers and businesses alike, saving the country money on less sick-days and also increasing the general well-being of the working class.
2.3 The RWP would prefer healthcare to be free and nationalised, but the country is not in the position to do so right now.
2.4 We also commit ourselves to a decentralised and democratic Rutania.

PROPOSAL FOR VOTING

1. That where the people mostly need healthcare there have already been mass protests, and believe that local government is in the position to make the best decision here.

2. That we see this as a compromise bill at this moment in time.

3. That healthcare should be left to local governments.

MessageThe RWP knows out stance about decentralization and we welcome the first article of this legislations. The different regions have different problems requiring different solutions.
However we oppose Article 2 of this bill. This type of positive discrimination is not beneficial for the cohesion of the Rutanian society. We do not see the efficiency of the artificial levelling of the society. A meritocratic view on the whole social fabric of our society is more beneficial because it provides motivation for work and progress. The effect of Article 2 and other measure like that would stimulate stagnation and collapse of the society.

We have not decided yet, weather to support or not this bill as a whole. We are curios about the insights of other political parties.

MessageWe thank the REP for their swift reply, but believe that their claims are unfounded, especially at what results in a slight reduction for poor families of medical care which can get them back into work and as such continue to stimulate the economy. If anything, it is better in business interests to install this measure as less-sick days will cost businesses, and the economy, money.

Does the REP also regard the unemployment and benefits scheme that it presided over as being an 'artificial levelling of the society'?

If we do decide to drop the second proposal, we intend to put it into a seperate bill. Nonetheless article 2 will come to a vote at some point in the near future.

Article 2, however, we cannot. If the RWP were to consider removing Article 2, we can ensure our full support.

MessageOf course we agree to this but the new parties entering our political establishment have no real grasp of reality, that much is clear. We have stated that we support a full and comprehensive national health policy, but the last motion was roundly and overwhelmingly defeated.

Are the Liberals and NDP going to merely posture or vote and support a measure which pushes the debate in the right direction? The point is that decentralising for the time being opens doors to subsidised and free healthcare in certain areas. Workers demand this, and local governments recognise this.

So are these parties wishing to use the health debate as a way to increase their visibility in Rutania, or ar ethey going to side with the party that supports nationalised healthcare and is putting forward medium-term solutions which will immediately affect the working class?

MessageIt seems to me that the RWP and REP want to invite debate but seem already fixed on their idelogies thus making a detailed debate pointless on an issue like a nationalised health service/nationlised education/nationalised industry etc.

I would also suggest that if you are trying to encourage positive debate, saying things like 'the new parties entering our political establishment have no real grasp of reality' smacks of extreme arrogance and is, in fact, entirely unhelpful.
