Bill: Constitutional Convention
Details
Submitted by[?]: Country Liberal Party
Status[?]: defeated
Votes: This bill asks for an amendement to the Constitution. It will require two-thirds of the legislature to vote in favor. This bill will not pass any sooner than the deadline.
Voting deadline: October 2817
Description[?]:
.We in the CLP are inclined towards favouring a republican form of government. We believe that the citizens of Lodamun should elect the Head of State, at regular elections held simultaneously with elections to Parliament. However we recognise that we do not want to elect a Head of State that has no role to play, and is therefore pointless. On the other hand nor do we want a situation in which the Head of State is free to create his own role and interfere with the day to day running of governance of the nation, or indeed form an alternative to the cabinet in pursuing his own policy agenda. Therefore we would suggest that although the Head of State retains a largely ceremonial role, with the opening of Parliament, and with hosting and participating in official state visits, the Head of State should retain one fundamental political power. The Head of State would be responsible for the formation of the cabinet that governs Lodamun. Once the Head of State has formed such a government, all executive power would reside in the cabinet. This would serve the purpose of restoring a republican form of government to the nation, whilst ensuring the continued supremacy of the cabinet, and enshrining executive power within this cabinet. The citizens of Lodamun would be given the opportunity to elect their Head of State, in the knowledge that such a figure’s role in political decision making would be limited to forming a government. By ceding limited power to an elected Head of State it would also be our hope that more stable coalitions could be formed within Parliament, in which a group of parties actively coalesce behind one preferred candidate for Head of State. This would increase co-operation between parties, and formalise the alliances that have emerged within Parliament. We understand that various parties are supportive of the monarchy, as it ensures that the Head of State is effectively restrained and does not interfere in the running of government, but we in the CLP hope that our proposed measures provide enough of a check & balance on an overearing HoS. Obviously we will wait until after the forthcoming election before putting such important legislation to vote. |

Message | OOC: Hey, put it for a vote. It is clear that not a lot of people here care to discuss the issue. So much for the "let's have lengthy debates" argument made by some players here. |

Message | We already informed the CLP that this move would be unwise. The monarchy has provided greater constitutional clarity and stability than the republic. The King has exercised restraint while the same cannot be said of the reckless presidents of the past. |

Message | The URP is supportive of restoring the Republic in principle, however the URP defers to the RNP on this issue to maintain cohesion and stability of our political alliance. Also, we know that if the Liberals are elected to the Presidency, even a toothless one, they will claim absolute power once again. The current system insulates the office of Prime Minister from falling into the hands of the LP and should be maintained. |
