Old value:: There are no regulations on the ownership of private cars.
Current: Private cars are not allowed.
Proposed: Private cars are allowed, but people are encouraged to travel collective and tax incentives are provided for cars using environmentally friendly fuels.

| Message | They still have to sell their old car wich is proberly very cheap and therefor since everyone has to buy new cars it wont be many cheap left. And since it wasnt a such big marked for it before its possible that it isnt so many used eco cars that can be sold cheap. Most poor families wont afford a new "cheap" car.. |
