Rutania must recognise that we are part of a Terra and that not all countries enjoy the resources that we have at our disposal. We suggest giving a moderate amount of aid to countries that would benefit from the extra resources (nearly half the nations in Terra currently give high levels of aid).

It may have other functions as well: it may be given as a signal of diplomatic approval, or to strengthen a military ally, to reward a government for behaviour desired by Rutania, to extend the Rutania's cultural influence, or to gain other kinds of commercial access.

Above all else though, it is surely our humanitarianism and altruism that are, nevertheless, the motivations for the giving of aid.
