In recognition of the alarming numbers of children growing up in apalling conditions in Tukarali, this bill would seek to protect the poorest children from the misfortunes of their parents. Large families whose income is also unable to support all of their children will also receive more limited assistance. A small part of the poverty allowance will be distribured in the form of childrens' clothing vouchers. All aid will legally belong to the children: the parents will, of course, be responsible for the use of the resources. |

Message | We don't believe large families should be covered if they are not poor - it is everyone's right, if they are physically able, to have children, but not to have eight or ten. We would support if it only covers the poor, of any size family. |

Message | This bill is not intended to protect parents' rights to have children, but childrens' rights not to suffer (so much) from their parents' ill fortune. Additionally, since the cost of bringing up children decreases per child, then the support given to each subsequent child will decrease. |
