| The PPR fully understand the use of nuclear weaponry as a deterrent, but surely it must only be used as a last resort. Were Rutania ever to go to war then one would hope that every other means of victory is exhausted before these vile behemoths even be considered for use. |

| Message | We see no need for this minor change in policy - if other nations may be willing to use nuclear weapons against Rutania in future, why should we restrict our own defensive capabilities with the vague qualification that we will only use nuclear weapons "if victory is not feasible by other means"? In the event of war, Rutania must keep all options available to her, regardless of any moral qualms we may have with resorting to extreme measures, because what we may not be willing to do in war our enemies will. |
