The PPR fully understand the use of nuclear weaponry as a deterrent, but surely it must only be used as a last resort. Were Rutania ever to go to war then one would hope that every other means of victory is exhausted before these vile behemoths even be considered for use. |

Message | Hmm. In certain circumstances this would be reasonable if we were against some enemy who cared for nothing but the ultimate destruction of Rutanian society and culture. Perhaps at this point though, we will enter diplomatic channels with the opposing parties (in most other wars). |

Message | We must try to eradicate the use of these weapons by any means necessary, this is a start. Nuclear weaponry should only be used as a last resort. We do reserve the right to develop these arms but we should not be able to use them without caution or care. We fully support this bill. |

Message | We see no need for this minor change in policy - if other nations may be willing to use nuclear weapons against Rutania in future, why should we restrict our own defensive capabilities with the vague qualification that we will only use nuclear weapons "if victory is not feasible by other means"? In the event of war, Rutania must keep all options available to her, regardless of any moral qualms we may have with resorting to extreme measures, because what we may not be willing to do in war our enemies will. |
