This sets up a system of public health provision across the nation. Under this Act, people will be permitted to obtain health services for free after an annual copayment of up to $1000, depending upon their income bracket. Private hospitals will be able to bid for market share on the same level as the public hospitals. People who meet their own health costs will receive a rebate of 30% of standard fee.
