While competition is vital to any economy, we do not believe that the health and safety of our workers should be subject to economic pressures. By having it determined at a local level, that is precisely what we are doing. We need to set and enforce a reasonable standard of working conditions to make sure that our workforce continue to be productive.

However, if we create a total safety net for the people of this nation, productivity will in fact drop, not rise, due to fewer jobs and less incentive to perform well. Therefore, by keeping this power with local governments, the needs of specific areas of the country can be met without creating a giant federal beuracracy, and the needs of the people can be more readily met.
