MessageMr. Speaker,

I would like to put before Parliament my proposals for Cabinet. First of all, I would like to pay tribute to the ministers that served alongside me in the last Parliament. We implemented great and lasting reforms and they are the credit of all ministers. I would like to pay tribute especially to Keith Johnson and Kenneth Clarkson for their revolutionising of health and education, and to Nigel Letterman for his stewardship of the economy. Francis Percival's International Free Trade Agreement looks set to be a great legacy and will improve links around the world. Willie Wallace and Quintin Harrison have given back power to the people by restoring their civil liberties - they will be remembered for this in years to come.

I would also like to thank the GKF for their co-operation over the last term. Leif Hugin and Faizal ibn Mhukkhaddin have greatly pushed forward the privatisation and deregulation agendas, and their reforms have been key. However, the position of the GKF has been greatly weakened since the last election. Although they remain the second largest party in Hutori, they were punished by the electorate for some reason, losing many seats. I therefore feel obliged to listen to the electorate, and shall attempt to form a completely Conservative-Libertarian Government.

First of all, I am saddened to announce that Willie Wallace has taken the decision to retire from public life. As many will have heard, his health is deteriorating, and we wish him well in retirement. Millions will remember him for his restoration of civil liberties. He will therefore be replaced in the Home Office by Quintin Harrison. After his fine spell in the Foreign Office, Francis Percival will replace Mr Harrison in the Ministry of Justice, where I hope he will drive forward that agenda with renewed vigour.

Parliament knows, Mr Speaker, that I have always been straight with people, and I can therefore tell them that I have taken the decision to dismiss from Cabinet Jim Nott, John Prior and Peter Wilkinson. The reforms made to their respective departments (Defence, Science&Technology, Food&Agriculture) have not been as great as I would have hoped. Nigel Letterman is to move to Defence and Kenneth Clarkson to Science&Technology. New to Cabinet, a great Parliamentarian, Edward Hammond is to take over the reins at Food&Agriculture. Taking over from the GKF ministers are new minister Tom Major at Infrastructure&Transport, and Michael Heslop at Trade&Industry, with new minister William Havers at Environment&Tourism. Andrew Longford is to take over at the Department of Health.

I am also, Mr Speaker, extremely pleased to announce that two old ministers have taken the decision to return to my government. I am delighted to announce that Norman Thompson is to become Foreign Secretary, and Cecil Pinkney the Finance Minister.

This has the makings of a great government Mr Speaker, and I commend it to Parliament.
