Description[?]:

The Paleofederalist Party Policy states that matters involving criminal law should be under the jurisdiction of the federal government. However, matters of health are to be decided by the provincial governments.

Therefore, where drugs are to be criminally illegal (such as heroin and cocaine) the federal government shall decide. If provinces wish to ban a drug legal in other provinces, they can do so in a non-criminal way under health regulations. Provinces alone should be responsibe for regulations on legal drugs such as tobacco and alcohol.
