Since cabinet proposals can be accepted or rejected by all, it seems odd that initial proposals for such are limited to the Head of State. To diffuse this power to all parties allows for greater flexibility in creating coalitions whilst avoiding any real transfer of executive power since the right to reject remains. We commend this bill to the house. |
