Votes: This bill proposes the withdrawal from a treaty. It will require half of the legislature to vote in favor[?]. This bill will not pass any sooner than the deadline.

the situation concerning government formation and how a cabinet shall be formed is not appropriate anymore. the current situation is as follow:
1. the largest party is the only party allowed to propose cabinets
2. however this party, currently, who's left leaning is not able to form any cabinet due to its left leaning policies, who are not in conformity with other parties
3. the majority of seats in the Diet are held by conservative parties who are not able to propose cabinets reflecting their strength.

This being said, and to end the cabinet deadlock, we ask for the constitution to be amended.

However, to be able to amend the constitution, we must withdraw from the "Imperial Constitution of Holy Luthori...However we insist that we are not against this treaty, however we are only against point VI 6... this is why we ask for a new treaty involving all previous points except V1 6...in the mean time we ask to withdraw from the current treaty
