Greetings!

The Government of the Theocratic Kingdom of Drania, in the persons of the Prime Minister and the Minister of Foreign Affairs, has officially informed NATO of the expressed will of Drania to lease it the military base called Fort Queluz and has formally started the negotiations on the lease.

Through this Bill, Government will inform Parliament on the subject of the negotiations. When the negotiating parties have come to an agreement concerning the lease, Parliament will be asked to consent on it by this same Bill.

MessageInfo on the base we are about to lease to NATO:

Fort Queluz is a mid-size army base, located inland, at about half an hour drive from the Dranian capital of Castellón.

There are no harbour facilities, so it isn't exactly suited for naval forces, but it does have a small airport and a platform for helicopters.

Furthermore, it has several indoor and outdoor training and exercise facilities (including a shooting range), a hospital and a radar and communications centre. Barracks, gyms, classrooms, a mess hall and such are present of course.

MessageIn the event of a war, the capital would be in easy range of enemies who will no doubt target the nearby NATO base. Shame on this government! Shame!

MessageNo no no, shame on the AD for walking out of this Government and for walking out on its responsibility and the Dranian people! This governments needs you and our people need you, so please be as cooperative and positive as possible!

And try to refrain from negative comments. Its a stain on our political partnership. We have been partners in Parliament for so long, do not ruin it by saying all kinds of shameful things.

To inform all parties further:

NATO and the Government have reached an agreement on almost everything. Right now, we're discussing the amount of troops that will be stationed at Fort Queluz (about 3,000) and the price NATO is willing to pay.

We will keep you informed and are hoping for your cooperation.

MessageThe Governement of the Theocratic Kingdom of Drania keeps informing Parliament on the subject of leasing a military base to NATO to the best of its abilities.

Here is the latest information:

"Drania:
We are offering to lease NATO a military base called Fort Queluz, which has been out of use for a decade. The lease will be limited to a period of 20 years, after that the lease ends/expires automatically, but new negotiations will be possible.

All maintainance costs concerning the base and the lease are on NATO.

NATO will have the obligation to pay an annual fair price for the lease and the obligation to work with Dranian suppliers and non-military personnel only.

Please further explain what you mean by "work with Dranian suppliers."

Would the Dranian non-military personnel be in charge of base security only?

First of all we would like to thank NATO for the speedy reply.

In answer to your questions:

1. With the phrase "working with Dranian suppliers" we mean working, and/or doing business, with people like shopkeepers, retailers, serviceproviders, contractors etc. The aim is to boost the local and regional economy.

2. Base security and legal jurisdiction over the base and its staff would be a shared responsibility of NATO and the Theocratic Kingdom of Drania. We propose that NATO has jurisdiction over the military and Drania over the non-military personnel. For the record, NATO would have the right to to station Military Police (MP) at the base for reasons of safety and keeping order.

When Fort Queluz was still in use by the Dranian Armed Forces, there were around 1,000 troops stationed there.
