WHEREAS, there exists a need to designate one location as the capitol of the Rutanian East Dovani Territory, RESOLVED, that the following provisions are hereby law: ARTICLE 1: The Municipality of Winthrop shall be designated as the Capitol of the Rutanian East Dovani Territory. ARTICLE 2: The Office of the Governor-General of the Rutanian East Dovani Territory shall establish its base of operations in the Municipality of Winthrop. ARTICLE 3: Twenty Million Rutas, which shall come from the budget of the Ministry of Internal Affairs, shall be allocated to the Government of the Municipality of Winthrop to improve infrastructure throughout the city. ARTICLE 4: The provisions of this bill shall become law upon recieving the approval of one half of voting members of the Parliament of the Commonwealth of Rutania. |

Message | Incredible. Just incredible. The Freedom Party notes that RUT 20 million is being relocated to the East Dovani project. The burden increases yet again, despite promises to the contrary. Freedom asks why RUT 20 million is to be allocated to administration of the capital? Freedom would also like to ask who decided that Winthrop would be the best choice for the capital? It may very well be, but what alternatives have the LDSP studied to present to Parliament for their review? All members of parliament and people of Rutania have a share in the outcome of this development and questions will keep getting asked until we have answers not obfuscation and arrogance. Message | Since Winthrop is, by far, the largest city in the Rutanian East Dovani Territory, and is located adjacent to the mouth of the Bauer Canal, it is only logical for us to have most of the major government organizations based there. |

Message | That sounds reasonable but Freedom believes a few detailed maps of East Dovani that everyone can view would help this process along considerably.
