Be it resolved that:
In and for each Province the Legislature may exclusively make Laws in relation to Education subject and according to the following Provisions:—

-Nothing in this bill extends the legislative powers of the federal government
-Nothing in this bill restricts the legislative powers of the provincial governments.

OOC: If there is an instance where the game does not allow for local governments to control an area of jurisdiction and a national law has been made (like in article 10), the provinces are not barred from making further laws.

MessageThe problem with leaving things up to the local governments is the creation of gigantic differences between the Darnussian Regions, which is bad for overall government control and overall governmental influence.

MessageLeaving matters like education to the local governments allows for competition between provinces. If there is a desire to try a new type of policy, it can be tested on the smaller level and other local governments can folow suit if they feel that it is a good idea. If the federal government decided to do this, the whole nation would be at risk.

Also, local governments are closer to the people and know what is neccessary. Something that sounds like a good idea in Clenon might not be a good policy for Nihaton.
