To let local governments decide what the quota is for certain types of fish.

If one region has a large number of bass then another region is in danger of loosing bass, how can the National Royal Government decide on one quota? Instead, it may be better to let Local Governments decide on what the quotas should be in place for certain types of fish to fit their own needs.
