Message | We believe 5 has ensured a good deal of stability within the country over the past 60 years or so. We now have 5 parties which means there is the possibility of voting for 25 proposals every few years anyway. 20 will create massive policy instability. |

Message | Why don't we try some sort of trial run with it? have the maximum quotas for a predetermined amount of time, and if there is a massive amount of clutter, try to maybe find a healthy balance for the maximum. I agree that if there are too many bills up at once, that it will make getting things done difficult, but we need to make sure the legislature has enough chances to serve the people. |

Message | Then why don't we give a median number such as 10 or 15 a go? If it looks like more or less would work better, it could be amended. I understand that some of us could be more creative at making bills then others, but we need to make sure that the process isn't flooded. |

Message | Having too many proposals generally leads to very long bills which contain many general and irrelevant proposals. Keeping the current figure ensures that members are more likely to introduce bills that approach a single issue and allow a decent debate. The Shareholders' Council has been incredibly busy over the past couple of years - it has been alive with discussion and legislation. That atmosphere has only been supported and fuelled by the current proposal quota. |
