| Heaven on Terra firmly believes in higher education, as our leader James Brother is a product of it. Knowing how difficult it is to pay education upfront without some kind of help and knowing not all will be able to get help from private industry, Heaven on Terra proposes that we offer loans that must be paid back to the government. Loans that will allow our people to be more educated and for us to show that we care about our future. |

Old value:: The government does not subsidize tuition, students must pay for higher education themselves. This does not include scholarship programs.
Current: The government fully subsidizes tuition.
Proposed: The government introduces means tested loans for higher education tuition, to be paid back by students after earnings reach a certain amount.
