This act amends the Tertiary Education Act of 2878 ( http://classic.particracy.net/viewbill.php?billid=276727 ) as follows:

I. A new university shall be added to Article 1, to be called the UNIVERSITY OF ROCCATO, which will be a university specializing in the arts and humanities. It shall be built in Langdon.

II. A new university shall be added to Article 1, to be called the SOVEREIGN UNIVERSITY in Port Prosperity. It shall focus on the development of industrial science.

III. Articles 2 and 5 shall be updated to include the other two universities as universities of full faith and credit.

IV. The number of non-state university scholarships shall be doubled, to one hundred thousand.
