PREAMBLE: In the interest of fostering debate, this act seeks to establish a standardized procedure for introducing and voting on legislation in the People's Assembly.

SECTION I: DRAFTING AND INTRODUCING LEGISLATION

1. Bills that are introduced with proposals should only include proposals that are related. For example, a bill seeking to tighten environmental regulations should not include measures on media censorship.
1.1. The above rule may be exempted if the party introducing the bill is new, is seeking to establish its policies, and has only introduced such bills once previously at most.
2. Proposals in a bill should not be contradictory. For example, a bill containing a proposal to expand civil rights should not contain another proposal limiting civil rights.

SECTION II: DEBATING AND VOTING LEGISLATION

1. A period of at least six in-game months should be allocated for debate on the legislation.
1.1. The above rule may be exempted for cabinet proposals and early election motions.
2. Legislators should try to compromise with other legislators wherever possible. If that is not possible, the proposals that are causing controversy should be removed and introduced in a separate bill.

SECTION III: REFERENCE

1. Upon passage, this legislation shall be included in the Standing Orders of the People's Assembly.

MessageYes this nation is a democracy but parties shouldn't be restricted to allow debate, especially 6 months which is ridiculous to say the least.

Should this bill pass we shall not comply with it.
